How will this impact your bills?
Bill impacts vary widely for non-residential customers depending on meter size, water use and discharge factors used to calculate wastewater charges. There is no 'average' non-residential customer.
- Commercial and industrial strata units with low water use (100 kL a year or less) will likely experience significant bill decreases.
- Small to medium commercial and industrial customers will see a decrease in 2020-21 (up to 8%), and higher bills if dam levels fall below 60% (up to 13%), compared to 2019-20 bills.
- Non-residential customers with high water use will face a bill increase in 2020-21 (up to 6%) and a much larger increase during drought (up to 30%), compared to 2019-20 bills. This is due to the higher water usage charges adopted by IPART.
You pay this fixed charge for your connection to our water supply. How much you pay depends on:
- the size of your meter
- how many properties share your meter
- how many meters your property has.
Our service charges apply each quarter but are calculated using a daily rate. The July and October quarters have 92 days, January has 90 days and April has 91 days. The charges below are for the maximum 92 day quarter.

Shared water meters
If you share a meter with other units, you pay part of the quarterly fixed charge for your water connection. We calculate this by dividing the charge for your size meter by the number of units in your complex.

Sydney Olympic Park recycled water service
If you're in the Sydney Olympic Park area and have recycled water, you pay this fixed charge each quarter. This is for the connection to the recycled water service. How much you pay depends on the size of your meter. We collect this money for the Sydney Olympic Park Authority.

IPART has also determined a minimum wastewater service charge for non-residential properties of $91.88 a quarter, which is 75% of the 20 mm service charge. Previously, the minimum charge was equivalent to the residential wastewater service charge. For more information, see Prices for your home.
Shared water meter

You may be able to get a discount if you collect and re-use stormwater on your property. To apply, you must:
- fill out the Claim a low impact discount for your business form
- send us proof of your on-site water initiatives with your completed form.

If you have a meter, you pay for the amount of water you use. If you're in a recycled water area, you'll also pay for the recycled water you use.

Stormwater drainage charge
You pay this fixed charge if you're in the Rouse Hill area. The charge helps maintain the waterways and wetlands used to drain stormwater. How much you pay depends on the size of your property.

Land charge
You pay this fixed charge if you connect a property in the Rouse Hill area to our services after 1 July 2012. The charge helps buy the floodways and flood-prone land that become part of the stormwater drainage system.

If you own an approved metered standpipe, you pay service and usage charges.

The service charge will depend on your standpipe's meter size. You pay a set price for each kilolitre of drinking water you use.

If your financial institution declines your bill payment, we'll charge you a fee. We'll also charge you their fee if they pass it to us.
If you don't pay your bill by the due date, we may charge you a late payment fee or interest. Once the interest charged exceeds the fee, we'll charge interest instead.

You can claim an exemption from fixed service charges if you're:
- a public charity
- a not-for-profit child care centre
- a private school
- a not-for-profit aged care facility
- a religious body
- responsible for public or crown land
- the Aboriginal Land Council and you don't use the property for profit
- a council that owns a public swimming pool.
- water usage
- wastewater (sewerage) usage.
